ABOUT THE POSITION

Under general supervision, perform a variety of technical work related to the processing, preparation and reconciliation of financial and accounting records and reports; provide responsible technical and clerical accounting support to professional staff; and perform related work as required.

SUPERVISION RECEIVED AND EXERCISED 
Receives general supervision from the Chief Financial Officer.  

CLASS CHARACTERISTICS 

This is an entry-level accounting classification performing the full range of technical work in all of the following areas: payroll, accounts payable and receivable, in addition to performing a variety of record keeping, reconciliation, and report preparation activities.  

Knowledge of:
 

  • Budgeting and general ledger processes
  • Practices of accounting process and reports related to payroll, accounts payable, and accounts receivable
  • Applicable Federal, State, and local regulations, policies and procedures related to payroll, including specialized FLSA requirements for safety positions
  • Computer applications related to work, including Microsoft word and excel
  • Professional verbal and written communication skills
  • Techniques for providing a high level of customer service to the public and District staff
 
Ability to: 
 
  • Keep financial and statistical records
  • Produce detailed, accurate and concise work, safeguarding confidentiality
  • Apply and interpret a variety of Federal, State, and local regulations, as well as policies and procedures related to fiscal record keeping
  • Administer compliance to current procedures and policies
  • Analyze data and draw logical conclusions
  • Complete assignments with minimal supervision, including organizing and prioritizing work
  • Communicate in professional manner orally and in writing
  • Make accurate arithmetic, financial, and statistical computations
  • Maintain accurate records and files

  • Establish and maintain effective working relationships in a professional manner

Primary responsibilities for the areas of payroll, accounts payable and accounts receivable
  1. Payroll
    • Maintain and update employee payroll database and accumulated leave records
    • Review general employee time and leave records for accuracy and conformance with policy and procedures, including leave taken
    • Calculate and process paychecks, taxes and deductions
    • Reconcile payroll transactions and retirement reports, including deferred compensation
    • Record payroll transactions into the General Ledger
    • Prepare and reconcile payments relating to payroll and employee benefits
    • Prepare workers’ compensation and disability wage loss calculations
    • Apply Federal, State, and local laws and regulations concerning payroll transactions and reports
    • Prepare W-2 forms annually
  2. Purchasing and Accounts Payable
    • Prepare purchase orders
    • Maintain vendor list
    • Process accounts payable by reviewing invoices for accuracy, appropriate authorization, and compliance with District policies
    • Enter data into the accounts payable system to produce payment, prepare and mail checks to vendors, process EFT payments
    • Prepare sales tax return
    • Prepare 1099 forms annually
  3. Other
    • Prepare deposits, reviews cash receipt journals and reconcile monthly cash receipts
    • Prepare schedules and assist with external audits
    • Review reports and prepare billings to outside agencies
    • Provide assistance for accounting and analytical studies
    • Enter budget data into accounting system
    • Prepare and maintain financial reports
    • Provide general office support work such as organizing and maintaining various files, correspondence, reports, forms, and specialized documents
    • Performs related duties as assigned

ABOUT THE DISTRICT

The San Ramon Valley Fire Protection District is an independent Special District in Contra Costa County responsible for providing a high level of emergency and non-emergency services to the communities it serves. The District's service area encompasses approximately 155 square miles, serving the communities of Alamo, Blackhawk, Danville, Diablo, San Ramon, the southern boundary of Morgan Territory, and the Tassajara Valley. The District serves a population of 192,858.  The communities are primarily residential, commercial, office park, and controlled manufacturing, along with wildland areas, protected by nine stations and one volunteer staffed station with 185 employees, and 56 volunteers.  Financial oversight and strategic policy direction are provided by an elected 5-member Board of Directors. 

MINIMUM QUALIFICATIONS

Education and Experience: 

Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying.   A typical way to obtain the required qualifications would be:

  • Possession of a high school diploma, or G.E.D. equivalent

  • One (1) year of accounting experience, preferably with a municipal agency.  

License: 
  • Must possess a valid California driver's license with a driving record acceptable to the District.

Paid compensation is supplemented with an excellent benefits package including:

Hours: Flexible work schedule.

Vacation:  Accumulation rate increases with length of service. The initial rate is 10 hours per month.
 
Sick Leave:  Accumulated at the rate of 8 hours per month indefinitely during tenure of career.

Pension benefits are provided by Contra Costa County Employees' Retirement Association (CCCERA). Eligibility and classification into the retirement system will be determined by CCCERA pursuant to the Public Employee's Pension Reform Act (PEPRA) guidelines. Should reciprocity with CCCERA be established and entry classified as Classic, the retirement benefit will be 2% @ 55.  Should entry into the retirement system be classified as PEPRA, the retirement benefit will be 2.5% @ 67. 
 
Medical benefits are provided through CalPERS and include several PPO or HMO options. The District currently contributes 92% of monthly premiums for employee and dependent medical up to an established cap, and 100% for employee and dependent dental, vision, and EAP insurance, as well as 100% for life insurance for the employee only.
