North Wind Services, is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.


The Flight Test Group in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate has an opening for a Budget Analyst. Under minimal supervision, the successful candidate will assist with budget tracking, monthly spend reports, and budget projections. The successful candidate will also assist with work related to budget, cost estimates for projects, and scheduling activities that relate to budget and costing. This position reports directly to the Flight Test Director.


This position may require the employee to have the flexibility to work overtime, shift and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.


Essential Duties


- Utilize budget list to determine spend plan, track bodies and funding on a monthly basis.


- Complete monthly reports and distribute to sponsors.


- Assist with cost projections and any under/over funding.


- Organize budgets and create a solid metrics system to track spending.


- Work in MS Excel, LABI-café to plot data.


- Cost out missions and determine a suitable way to get reports out to sponsors.


- Assist with budget tracking, monthly spend reports, and budget projections.


- Assist with scheduling activities.


- Prepare cost estimates for projects.


- Perform all assignments in accordance with ES&H, security, and business practice requirements and policies.


- Perform other duties as assigned.


Essential Skills, Knowledge, and Abilities


- BS in Finance or related field, or equivalent combination of experience.


- Experience in budget planning, people planning, hardware costing, etc.


- Experience with MS Office (Excel, Word, PowerPoint, MS Project, etc.).


- Strong attention to detail.


- Ability to work closely with a variety of people in different backgrounds (i.e. Engineers, technicians, designers, admin, etc.).


- Demonstrated advanced skills in Math.


- Significant experience with decision making, problem-solving and analytical skills to independently solve complex issues requiring mature judgment, discretion and tact and experience negotiating desirable outcomes.


- Experience creating reports.


- Demonstrated ability to establish and maintain effective working relationships with all levels of personnel, both internal and external to the Laboratory.


- Experience in effective communication skills, both written and verbal.


- Significant experience with decision making, problem-solving and analytical skills to independently solve complex issues requiring mature judgment.


Desired Skills, Knowledge, and Abilities


- Active Department of Engergy (DOE) L-level clearance or higher, or inactive for less than 6 months with a recent reinvestigation (<1 year old), or active Secret clearance or higher issued by another U.S. government agency.


Special Requirements


Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.


Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post offer, pre-employment drug test.


Anticipated Clearance Level: L (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
